For the first time in Philippine history, two health reform champions unite in the upcoming 2025 elections to guarantee that quality healthcare services reach the poorest Filipino families, ensuring access to health services for all.

Dr. Jonathan David ”Jondi” A. Flavier

Inspired by the legacy of the late Senator Dr. Juan Flavier (1995–2007), known for his advocacy of "Bringing a Doctor to the Senate," renowned physician Dr. Willie Ong and Dr. Jondi Flavier, first nominee of the HEALTH ALLIANCE PH (HEAL PH) Party-List 152, are both running in the May 2025 midterm elections.

Dr. Enrique ”Eric” Tayag

Their campaign message is clear: "Let's DOH it again."

Dr. Enrique ”Eric” Tayag

Alongside them are former Department of Health (DOH) Undersecretary Dr. Eric Tayag and former Department of Environment and Natural Resources (DENR) Undersecretary Major General Bennie de Leon, who joined the HEAL PH team as key nominees.

Signing of Manifesto with HEAL PH Party-list Nominees

Both Dr. Willie Ong and HEAL PH are committed to advancing the principles of Primary Health Care, as set out in the 1978 Alma Ata Declaration, and to fully supporting the Universal Health Care Act of 2019, known as "Kalusugan Pangkalahatan.”

Their shared vision, once elected, is to advocate for the G.O.A.L. program that will directly benefit the underserved Filipino communities:

 G - Gamot (Free Medicine)

O - Operasyon (Free Medical Operations)

A - Abiso (Correct Health Advice)

L - Lab Tests (Free Laboratory Tests)

These initiatives will be focused on urban poor communities and remote barangays, ensuring that those who need help the most receive the care they deserve.

Dr. Willie and HEAL PH also pledged to support the Department of Health (DOH) and local government units (LGUs) in recruiting, training, and deploying more young, idealistic doctors and health workers to underserved areas, continuing the program initiated by Dr. Juan Flavier in 1993.

A key part of their platform is the promotion of Health Cards with unlimited medical coverage, which will provide vulnerable Filipinos with access to essential healthcare services from basic care to specialized treatments.

These cards will not only save lives but will also help combat fraud in healthcare facilities.

Rather than focusing on new investments, Dr. Willie and HEAL PH will prioritize optimizing and modernizing existing resources to improve government health infrastructure.

They are committed to implementing strict penalties for the misappropriation of public health funds, including making such offenses non-bailable.

Nominees of HEAL PH Party-list

The Manifesto of Solidarity and Collaboration, signed by Atty. Gilbert Lauengco, Chief of Staff for Dr. Willie Ong, was formally launched today, December 12, 2024, at Spices Restaurant, The Peninsula Manila, Makati. Dr. Jondi Flavier, Dr. Eric Tayag, General Bennie de Leon, and other HEAL PH nominees were present to witness the event.

November 28-Medal of Valor awardee Ariel Querubin called on the AFP tos tay united and never let politics divide them.

In a statement, Querubin said the AFP should stay true to its constitutional mandate of being the protectoro f the people and the state and never allow political chaos to make themf ight each other.

"We need a united armed forces to defend us from the prevailing internal and external threats, any disunity in the ranks will only benefit our enemies, " Querubin adds.

Querubin, who himself was a participant in several military exercises in the past, including the 1989 coup against President Cory Aquino and the 2006 marine standoff against President Gloria Arroyo, said Soldiers should never fight each other over politics and should stay united and loyal to the constitution and the people.

Senator Loren Legarda expressed her expectations that critical issues such as food security, literacy, inflation, support for the agriculture sector, climate crisis, and peace and order will be prominently addressed in the 3rd State of the Nation Address (SONA) of President Ferdinand “Bongbong” R. Marcos Jr. on Monday.

Legarda emphasized the urgency of tackling food security, highlighting the 2023 report of the United Nations on the State of Food Security and Nutrition in the World, which showed that the Philippines had the highest number of people facing moderate or severe food insecurity in Southeast Asia, with 50.9 million people lacking constant access to adequate food in the Philippines in 2022.

“This statistic underscores the urgency of our efforts to transition from systems that are losing viability to more diverse and natural methods that are more resilient to ensure that no Filipino goes hungry,” Legarda said.

“We must ensure that every Filipino can access affordable and nutritious food. We must provide our people with the kind of support that will have long-term effects to effectively reduce, if not eliminate, hunger and malnutrition in the country,” Legarda added.

Legarda called for more support for the agriculture sector in connection with food security. "Our farmers and fisherfolk are the backbone of our food supply chain. We must provide them with the necessary resources, technology, and infrastructure to boost productivity and ensure sustainability," she said.

She also underscored the importance of enhancing the literacy of Filipino children, citing the Second Congressional Commission on Education (EDCOM II) report. The report highlighted that while the net enrollment rate for elementary schools has stayed above 95% since the 1970s and secondary school participation rose from 65% in the 1980s to 90% by 2015, there are still significant challenges. The 2020-2021 National Achievement Test for Grade 6 showed students are nearly proficient in Filipino (54%) but low proficiency in Math (41%), English (44%), Araling Panlipunan (44%), and Science (44%). The 2022 Program for International Student Assessment (PISA) also revealed that over 75% of 15-year-olds scored below the minimum proficiency level in Math, Reading, and Science.

“As the EDCOM II Year One Report recommends, we need to enhance teacher support and training, streamlining the assessment landscape and ensuring timely procurement of learning resources. There is also a need to strengthen Early Childhood Care and Development (ECCD) governance, prioritizing equitable distribution of nutrition resources, decentralizing education service delivery to local government units, and tailoring technical-vocational education and training (TVET) programs to meet specific needs,” Legarda said.

“As our national hero, Dr. Jose Rizal, once said, _‘Without education and liberty, which are the soil and the sun of human being, no reform is possible, no measure can give the result desired.’_ Providing access to quality education is one of the best investments we can make to lessen illiteracy and alleviate poverty. These children are the future leaders of our country. We need to equip them with the skills and knowledge they need to thrive in an increasingly competitive world," she stressed.

Addressing the ongoing issue of inflation, Legarda noted its impact on the daily lives of Filipinos. "Inflation has hurt the labor sector, and most families do not have the means to make ends meet. We need comprehensive measures to stabilize prices and support vulnerable sectors,” Legarda said.

Legarda is the author of Senate Bill 2662, which aims to establish the standards for a living wage to meet the basic needs of workers and their families, considering the cost of living and the employers' capacity to pay. She also co-authored and co-sponsored Senate Bill 2534 calling for a minimum wage increase for employees and workers in the private sector.

“Ensuring a fair minimum wage is essential for improving the living standards of Filipinos. The cost of living continues to rise, and our laborers find it hard to keep up. While the employment rate is high at 95.9%, we must focus on creating stable and better-paying jobs. Employment alone is not enough; the quality of these jobs must ensure that every Filipino can achieve a dignified standard of living,” Legarda said

Legarda also highlighted the significance of peace and order in fostering a conducive environment for growth and development. "To sustain economic growth and social stability, it is important that peace and security are maintained. The people expect and deserve good governance. We must improve the capacity of law enforcement agencies and encourage community-based initiatives to maintain peace and order," she said.

Legarda praised the current administration for its proactive stance on the environment. She noted that the Philippines' selection as host of the Loss and Damage Fund Board demonstrates the country’s serious commitment to addressing climate issues and advocating for climate justice for developing nations like the Philippines, which are severely affected by climate change.

The four-term Senator underscored her commitment to working with the administration to advance advocacies focused on inclusive economy, employment, education, and peace and security while continuing to strongly advocate for the environment, indigenous people’s rights, women, and cultural preservation.

"In all these efforts, we must be guided by the principles of holistic development and happiness as exemplified by Bhutan's four pillars of Gross National Happiness: incorporate the status of the environment, good governance, equitable and sustainable socio-economic growth, and the promotion and preservation of culture when measuring the growth of countries. The quality of life is just as important as the growth rates that we have been working so hard to increase,” Legarda concluded.

In a remarkable show of unity, former Chiefs of the Armed Forces of the Philippines (AFP) and Philippine National Police (PNP) from the Arroyo, Aquino, Duterte, and Marcos administrations, together with close to two thousand ex-generals, officers, and personnel have officially endorsed Ariel Querubin's candidacy for the Senate last July 8 at the Club Filipino.

Ariel Querubin, a retired colonel and the most medaled soldier in Philippine history, is widely recognized for his extraordinary bravery and unwavering dedication to the country. As a recipient of the Medal of Valor, the highest military honor for exceptional courage and self-sacrifice, Querubin's decorated military career and commitment to public service distinguish him as a candidate capable of bridging diverse political perspectives and fostering unity.

During his speech, Querubin acknowledged the historical significance of Club Filipino, a site of many transformative events in the nation's history. The retired colonel reflected on the diverse political journeys of those present, mentioning key events such as Martial Law, the EDSA revolutions, various coups, and the presidencies from Marcos to Marcos Jr.

"Truth be told, all of us here stood on different sides in many pivotal moments of our nation's history, Querubin noted.

"And yet, we gather here today not as allies of the many political factions but as brothers in arms who have once and always will put our lives for our children, families, and fellow Filipinos We stand united in our service to the Philippines, in our service to God."

Querubin accepted the challenge to serve the nation again by running for the Senate in 2025. highlighting the critical need to address corruption, poverty, and inflation. The retired colonel also emphasized the urgency of securing the country's sovereignty against internal and external threats.

"We find ourselves at a crossroads", Querubin stated. "The bullying in the West Philippine Sea threatens our sovereignty, while the proliferation of illegal POGOs brings social issues that affect our communities. And the call for the modernization of our military to secure our nation and uphold our sovereignty with the respect it deserves - is nothing short of urgent and vital for our survival as a free nation."

Querubin also underscored the need to strengthen the Filipino's collective spirit of patriotism and sacrifice.

"My vision is a nation of heroes. Isang bayang handang magsakripisyo at kayang ipaglaban ang Pilipino mula sa mga mang-aapi."

According to a very reliable source, there's this high ranking government official that has two (2) "special" employees who transacts business in his behalf. The NEGOTIATOR aka KUBRADOR is the one who transacts all  business discreetly so that they can collect money in the future for their "Boss".

This person also makes it sure that they can collect the money on time so that the second personnel can deposit the money to the big boss who is a government official.

The said multi-million negotiation is supposed to be a project for the poor only to be used by the wrong hands because apparently, the said two special employees has been working on it for their boss.

Here's the sample text message of the NEGOTIATOR aka KUBRADOR, “Request for P100M para inclusive ang mga cabinets, tables and chairs” at “Sa Friday may check release na si (taga-SUBI) .. pls make sure nalagyan ng P100M ni Boss yung account nya Ty”. This was sent last June 7, a few days after President Rodrigo Duterte steps down as the President of the Philippines.

We can say the said government official is "Big Time" since these two employees working in his  behalf is a government official and a businessman/businesswoman. They are indeed partners in crime.

The Negotiator aka Kubrador has a bad image or reputation because of the scandal she was part of in the government which is why this person has been doing everything to keep her post and evade her cases. She is a Lady Solon in her city.

The Depositor, the second employee was also headlined to be part of an issue with a political family here in NCR just recently. This person is known to be an expert in this kind of monkey business.

The source added that the multi-million negotiation amounts to Php100 million which collected and deposited to the big boss. This news and rumors about Php 100 million schemes in the Marcos administration will totally give them a bad image to every Filipinos.

Now let's focus our attention to this high ranking boss who is a government official. The source said that the clues states that this person is being investigated for having numerous bank accounts not only in the Philippines but also abroad, this is according to the Anti Money Laundering Council.

This person was also famous for being called as "Mr. SILIDONYO" for he is known to "silid dito silid doon" the multi-million money they collected which is supposed to be benefited by the poor. I wonder if this person still has a conscience or if this person can still sleep at night without any nightmares knowing that they are monsters working in broad daylight.

One of the most sought after position in the government is the "Little President" of the Malacañang or better known as the Executive Secretary because of the immense power that it holds.

The executive secretary is the highest-ranking official within the Office of the President of the Philippines. The position is also a part of the Cabinet of the Philippines.

Some of its responsibilities include:

• directly assisting the president in managing government affairs,
• directing the operations of the executive office and
• the most controversial part is appointing officials whose appointments do not need the President’s approval.

The Executive Secretary also has the power to:

• sign papers such as executive orders “by authority of the President,” and
• decide on matters for and on behalf of the President if they don’t require the Chief Executive’s personal attention.

The post of Executive Secretary has been held by distinguished men since it was created in 1936. Here are some notable officials who were once Executive Secretary in the Republic of the Philippines:

• Lawyer Jorge Vargas, the first Executive Secretary, was appointed by President Manuel Quezon after serving as chief clerk of the Department of Interior and legislative secretary to then-Speaker Sergio Osmeña.
• Manuel Roxas, the fifth President of the Philippines, also served as Quezon’s Executive Secretary from December 1941 until March 1942, just a month before he was captured by Japanese forces.
• Ernesto Maceda, a cum laude graduate of the Ateneo Law School, served as councilor of Manila—and was named Outstanding Councilor— before becoming the youngest Cabinet member of then-President E. Marcos as Secretary of Community Development at 29 years old. He served as Marcos’ Executive Secretary in a concurrent capacity as Chairman of the Commission on Reorganization from July 1969 to February 1970.
• Joker Arroyo held the record as the human rights lawyer who handled the most number of cases between 1972 and 1986 before becoming then-President Corazon Aquino’s first Executive Secretary in 1986. Franklin Drilon served as Labor Secretary for three years and Justice Secretary for one year before his appointment as Aquino’s Executive Secretary in 1991.
• Teofisto Guingona, who went on to become Vice President under the Arroyo administration, served as senator for six years before his appointment as Executive Secretary. He also chaired the Commission on Audit from 1986 to 1987. Ronaldo Zamora worked under the Marcos and Aquino administrations prior to becoming President Joseph Estrada’s first Executive Secretary from 1998 to 2000.

The longest serving Executive Secretaries were appointed in the past three administrations: Eduardo Ermita, Paquito Ochoa and Salvador Medialdea held the post for six years under Presidents Gloria Arroyo, Benigno Aquino III and Rodrigo Duterte, respectively. Both Ochoa and Medialdea were lawyers while Ermita was a three-term congressman from Batangas who also handled the national defense portfolio under Arroyo.

These notable names who have served as Executive Secretaries only proves that experience is indeed a major consideration when it comes to appointing this position. Past Presidents have picked their respective Executive Secretaries based on their years of service in their posts and have proven that they can rise beyond the demands and navigate their way in the bureaucracy.

Rodriguez’s profile rose when he became spokesperson and chief of staff of Ferdinand Marcos Jr. in the run up to the 2022 elections. He was named Executive Secretary shortly after Marcos won as President.

The administration, only a few months after the National Election, has been once again under fire because of allegedly appointing the "wrong people" in several key positions in the government. Some were as follows:

• Archipelago Philippines Ferries-FastCat owner Christopher Pastrana as Philippine Ports Authority General Manager has been met with criticism owing to perceived conflict of interest and his company’s supposed P132-million debt to the Department of Transportation. So far, Pastrana’s appointment remains in limbo. Transportation Secretary Jaime Bautista has instead designated a long-serving ports manager to become PPA’s officer-in-charge GM until further notice.
• Former Energy chief Raphael Lotilla’s appointment also hit a snag as Malacañang appeared to have been remiss in vetting his credentials. Republic Act 7638 or the Department of Energy Act of 1992 prohibited the appointment of an Energy Secretary who used to be an officer of a private company engaged in the energy industry within two years from his resignation or retirement. Lotilla, however, was an independent director of Aboitiz Power Corp., and the oil and gas exploration firm ACE Enexor. The Department of Justice later affirmed his nomination as “valid and lawful,” but not after the Palace’s head-scratching clarification that Lotilla’s appointment was a “nomination” for now.

Apparently, ES Rodriguez has been in-charge for thousands of Presidential appointees, is this the reason why the announcement of appointments is deliberately moving at a slow pace even now that the new administration has been in full swing and up until now, some key posts are still vacant and waiting to be filled with the "right" official.

Among other things, the controversial bill involving BBM's veto over Bulacan Airport City ecozone is being pointed to ES Rodriguez as well that made lawyers and investors disappointed. According to sources, he claimed there were “defects” that should be remedied by passing an entirely new legislation.

If this ruckus continuos in the administration then one might conclude that there is someone hell bent in making the President look incompetent in the face of every Filipinos. One would think that the very person who was handpicked himself by the president may seem to backfire to the whole administration itself because one wrong move can reflect the government's efficacy.

These ongoing ridicules and rumors of the Marcos administration will hinder its growth if it continuos and worst, the trust of the public will also be affected, the earlier prevention and scrutiny of each position is advised as well as being vigilant. 🇵🇭
